Times have changed! My name is Amadeo Pérez, and I have been in public administration for more years than I care to count. Throughout my career, I have seen how government structures have evolved, but what we are experiencing today with the Ministry of Digital Transformation and Public Function is something totally new and, dare I say it, necessary.
Let's be clear: digitization and public function are terms that used to not go hand in hand. However, in recent years, and especially after the pandemic, the Spanish government has bet big on a radical change in the way the country is administered.
The Ministry of Digital Transformation and Public Function is an agency of the Spanish government, created in November 2023, which has a dual purpose: leading the digitalization of the country and modernizing the civil service. This ministry is in charge of managing everything from the implementation of advanced technologies in the administration, to the reform of bureaucratic procedures to make them more efficient and accessible to all citizens.
Why is this ministry so important Because in an era where everything is moving to digital, from our purchases to our social relationships, we cannot allow the public administration to lag behind. We need a government that is agile, modern and adapted to the times.
This ministry is headed by the Minister of Digital Transformation and Public Function and is structured into three major State Secretariats, each with a specific mission:
Secretariat of State for Digitalization and Artificial Intelligence: This is where everything related to the digitalization of processes and the implementation of artificial intelligence in public administration is handled. Do you remember when you had to wait in endless lines to complete any procedure? Well, this department is working to make all that a thing of the past, thanks to the digitalization and automation of public services.
Secretariat of State for Telecommunications and Digital Infrastructure: This area is the backbone of connectivity in the country. Here it ensures that every corner of Spain, from the center of Madrid to the most remote village, has access to high-speed Internet and the technological resources needed to participate in the digital economy.
Secretariat of State for Civil Service: Civil service is at the center of this ministry. This department is in charge of reforming administrative structures, optimizing human resources and modernizing bureaucratic processes, all to make public services more effective and accessible.
I want to be clear: digital transformation is not a luxury, it is a necessity. If I have learned anything in my years of service, it is that for a country to move forward, its administration must be up to date with the latest technologies. And I'm not just referring to having modern computers, but to something more profound: to change the mentality of how public service is provided.
In this ministry, they have set to work to implement projects that really make a difference. One of the most ambitious is the creation of the State Society for Technological Transformation, which seeks to lead public investment in innovation. This body will bring together initiatives such as the PERTE Chip, the NextTech Fund and other funds aimed at promoting advanced technology in Spain.
Why is it so relevant? Because we are talking about developing technologies that will be key in the future, such as semiconductors and digital infrastructures. We are talking about turning Spain into a world reference in technology, and that is only possible if the government is at the forefront.
Public service has always been seen as the backbone of the State. However, for many citizens, bureaucracy has been synonymous with inefficiency. This is where the Ministry of Digital Transformation and Civil Service plays a crucial role: modernizing the civil service so that it ceases to be a burden and becomes a true engine of change.
What does this mean?It means that reforms are being implemented to streamline administrative processes, reduce waiting times and, above all, make public services more citizen-centric.
We cannot talk about digital transformation without mentioning artificial intelligence (AI). In this ministry, AI is not just a buzzword, it is an essential tool to transform the administration. Imagine being able to do all your paperwork from your cell phone, without having to set foot in a public office, and also getting immediate answers thanks to AI. That is no longer science fiction, it is the present.
For example, work is being done on the implementation of chatbots and virtual assistants that can answer citizens' queries in real time, resolving doubts and guiding them through procedures without the need for human intervention.
Not everything is rosy, of course. This transformation process comes with its own challenges. The biggest, in my opinion, is training public employees in these new technologies. Many of my colleagues have been in management for decades and face a steep learning curve. However, it is a challenge we must take on if we want a public service that lives up to citizens' expectations.
Also, there is the challenge of maintaining security in an increasingly digitized environment. With more data online, privacy protection and cybersecurity become a priority. This is where the ministry is also putting the focus, ensuring that digitalization does not compromise the security of citizens.
In summary, the Ministry of Digital Transformation and Public Function is undoubtedly a key player in the future of the Spanish administration. From the digitization of services to the modernization of the public function, this ministry is laying the groundwork for a more efficient, agile and citizen-centric government.
As someone who has spent his life in public service, I can say that this is a change I was waiting for a long time. And although the road will not be easy, I am convinced that the benefits for the country will be enormous.
